I don't think it's meant to be insulting at all - after all, blondes are the ones buying this product, it'd do no good to insult them regardless of their real level of intelligence. I think they're trying to bring out the "fun" connotations of being blonde, being proud to be blonde, and taking care of your blonde hair - a symbol of your identity. The last part could be a bit insulting, depending on how you look at it. Maybe it takes a blonde to understand a blonder blonde line.
